Stefanovo is a particularly interesting village if you're looking at property in the Lovech region because it combines an ordinary rural settlement with the historic Staro Stefanovo architectural reserve.

The village is in Lovech Municipality, about 20 km southeast of Lovech, in the eastern part of the Lovech Pre-Balkan. The historic section sits among wooded hills at roughly 700 m elevation. The municipality describes the area as having steep terrain, traditional stone/cobblestone streets and well-preserved 19th-century architecture.
Staro Stefanovo is the main attraction

The old part is unusually well preserved. It became an architectural reserve in 1982, with 96 protected cultural objects. Traditional houses generally use stone, timber, plaster and heavy stone roofs, giving the village a much more authentic appearance than many renovated tourist villages.

This distinction matters a lot when buying:
Staro Stefanovo: historic atmosphere, stronger tourism potential and attractive traditional houses.
The newer part of Stefanovo: generally more practical if you want a normal residential property that you can modernize more freely.
For houses inside the protected area, I would check the exact heritage status before paying a deposit.  Owners of protected buildings are expected to preserve their authentic appearance. BTA

Population and atmosphere
Official NSI-based municipal documentation recorded 135 inhabitants at the end of 2020. More recent local reporting suggests the number of genuinely year-round residents in the historic section is considerably smaller, so the old village can be extremely quiet outside weekends and holiday periods. Air Network

For someone wanting peace, mountain scenery and a traditional Bulgarian village, that's an advantage. For someone wanting shops, medical facilities and lots of everyday services within walking distance, it is less attractive; Lovech is the important nearby service centre.

Property market
The market is small but surprisingly active for a village of this size.
So Stefanovo is not necessarily a uniformly cheap village. Authentic architecture and tourism potential can create a significant premium.
